10. Moses commanded them, saying, «At the end of seven years, at the time of the Sabbatical year, during the Succos festival, 11. when all Israel comes to appear before HASHEM, your G-d, in the place that He will choose, you shall read this Torah before all Israel, in their ears, 12. Gather together the people – the men, the women, and the small children, and your stranger who is in your cities [gerkha asher bisharekha] – so that they will hear and so that they will learn, and they shall fear HASHEM, your G-d, and be careful to perform all the words of this Torah. 13. And their children who do not know – they shall hear and they shall learn to fear HASHEM, your G-d, all the days that you live on the land to which you are crossing the Jordan to possess it.»

I Kings 8:41-43,
41. «Also a gentile who is not of Your people Israel, but will come from a distant land, for Your Name’s sake 42. – for they will hear of Your great Name and Your strong hand and Your outstretched arm – and will come and pray toward this Temple – 43. may You hear from Heaven, the foundation of Your abode, and act according to all that the gentile calls out to You, so that all the peoples of the world may know Your Name, to fear You as [does] Your people Israel, and to know that Your Name is proclaimed upon this Temple that I have built.

14. Thus said HASHEM: Concerning all My evil neighbours who damage the inheritance that I have caused My people Israel to inherit: Behold, I am uprooting them from their land, and I will uproot the House of Judah from among them. 15. And it shall be that after I uproot them I will pity them again, and I will return each man of them to his heritage and each man to his land. 16. It shall be if they learn well the ways of My people, to swear in My Name, ‘As HASHEM lives,’ just as they taught My people to swear by the Baal, then they shall be restored along with My people. 17. But if they do not listen, I shall uproot that nation, uprooting and destroying it – the word of HASHEM.
Artscroll Tanakh, all my evil neighbours – Israel’s antagonistic neighbours – e.g., Tyre, Egypt, Moab, etc. – will also be exiled by the Babylonians’ conquest. The Jews who had been exiled among them will be uprooted from their homes and returned to the Land of Israel. If the nations learn from Israel to mend their ways, they, too, will be returned to their homelands (Radak).
